Mr. Qi is a villager living in Calico Desert.
When the Skull Cavern is unlocked the player will receive a quest from Mr. Qi to get to level 25. The reward for the quest is 10,000g.
Similarly, finding the secret lock-box within the bus tunnel and placing a battery pack inside it will drop a note that will have a quest for the player to put a rainbow shell in the train platform box.
After placing the rainbow shell in the train platform box, another note will have a quest to place 10 beets in Mayor Lewis's fridge.
The third part of the quest is to "feed the sand dragon his last meal" which means the player must take a Solar Essence to the Calico Desert and "give" it to the giant skull to the southwest of the bus stop.
Once that is done, a fourth note will say to check the woodpile next to your house where a Club Card is hidden that allows you access to the room behind Sandy's Oasis shop in the Calico Desert.
Once the walnut room is unlocked he can also be found standing there.

Mr. Qi is always in both the casino and the walnut room.
