You can buy the Crab Pot from Willy in the Fishing Shop on the Beach for 1500G. You can also get three crab pots by completing the Crab Pot bundle in the Community Center, or from crafting using 40 Wood and 3 Iron bars. With the Trapper perk, they cost 25 Wood and 2 Copper Bars to craft. Bait is unlocked once you hit level 2 in fishing, and is crafted from monster meat.
