Fizz is a non-marriage Villager found inside the Mushroom Cave on Ginger Island after the player has interacted with the Perfection Tracker found in Qi's Walnut Room. Fizz sends an invitation in the mail the day after to meet in 'the watery cave'.
The Mushroom Cave is located at the Ginger Island Dig Site where Professor Snail was first trapped and rescued by the player. Fizz sells "perfection waivers" for 
500,000g. Perfection waivers are a non-item (automatically applied to the player), granting a 1% increase to the player's Perfection progress.
Even after perfection has been achieved, Fizz can still be found in the same cave but can no longer be interacted with. Fizz is a non-giftable villager, and thus friendship with the player cannot be achieved.
