The Governor appears every year in Summer 11 for the Luau event hosted on The Beach in Stardew Valley. During the event, he will test the community's potluck soup, which the player has a choice to add in an ingredient before it's tasted. There are several ingredient options in the game that have unique results, changing how the event will end.
The Governor is mostly seen at the Luau event, but may cross paths with player at the Movie Theater as well.

In his dialogue, the Governor refers to his "missus". It is unknown if this is his wife or not.
The Governor cannot be gifted to, married, or gain Friendship with the player.

Aim for iridium or gold quality ingredients, preferably a type of smoked Fish or an Artisan Goods product. A few specific silver quality ingredients will work as well, but one that is normal quality will guarantee a lesser response.
